The European project GPP2ADRION is designed to enhance expertise, awareness, and institutional capacity in the field of Green Public Procurement (GPP) across the ADRION macro-regional area. Its primary goal is to improve the practical and effective application of sustainable public procurement by supporting public authorities and key stakeholders. Through a coordinated transnational strategy, the project addresses existing shortcomings, tackles common challenges, and promotes new opportunities for embedding environmental considerations into procurement procedures.
Key project activities include an analysis of the current level of GPP implementation in participating countries, the development and delivery of tailored capacity-building actions, the establishment of a GPP Ambassador Programme to empower professionals who can promote GPP within their organizations, and the creation of a transnational network of national contact points to enable ongoing knowledge sharing and long-term cooperation.
As part of these efforts, GPP2ADRION offers a Capacity Building Training Programme on GPP aimed at public administration personnel, procurement specialists, environmental officers, project managers, and other actors involved in procurement activities. The programme will be conducted online, with weekly sessions scheduled from 11 March to 15 April, running from 09:00 to 13:30. It combines introductory and advanced modules, providing both a strong theoretical foundation and practical, hands-on guidance.
The introductory modules will cover the EU policy and legislative framework on GPP and the circular economy, key environmental criteria established at European level, comparative legislative aspects among partner countries, and practical tools to support GPP implementation within public bodies. The advanced modules will concentrate on applied learning through case studies, including the incorporation of environmental criteria into public tenders, sustainable procurement of fuels and pellets, energy efficiency measures, market analysis and Life Cycle Cost (LCC) calculations, and the application of GPP principles in waste management.Overall, the programme seeks to provide participants with the knowledge and practical skills required to integrate environmental aspects into procurement practices, ensure alignment with European standards, and support sustainability goals at institutional and national levels. A final evaluation of participants’ competencies will take place at the conclusion of the course; those who successfully complete the assessment will be formally designated as GPP Ambassadors.
