European Commission Approves Updated Action Plan for EUSAIR, Ushering in a New Chapter for the Adriatic-Ionian Region

The European Commission has officially adopted an updated Action Plan for the EU Strategy for the Adriatic and Ionian Region (EUSAIR), signifying a major step forward in fostering regional collaboration and sustainable development. Originally launched in 2014 as the third of four EU-endorsed macro-regional strategies, EUSAIR unites ten countries—comprising four EU Member States (Croatia, Greece, Italy, and Slovenia), five EU candidate nations (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia), and one non-EU state (San Marino). Together, they aim to tackle shared regional challenges and seize joint opportunities.
From its beginning, EUSAIR has centered its work around four core thematic areas: Blue Sustainable Economy, Regional Connectivity (Transport and Energy), Environmental Quality, and Sustainable Tourism. These pillars have laid the foundation for better connectivity, responsible tourism, stronger maritime governance, and improved environmental safeguards. Key initiatives have included creating innovation clusters at major ports, designing eco-friendly coastal tourism routes, and enhancing maritime safety. EUSAIR’s work supports broader EU strategic goals, including the European Green Deal, Digital Strategy, and the Green Agenda for the Western Balkans.


Responding to Evolving Needs


The newly revised Action Plan introduces a fifth pillar—Improved Social Cohesion—which aims to reduce social and economic inequalities, empower youth, and foster inclusive development across the region. In addition, the strategy now incorporates three horizontal strategic priorities: EU Enlargement, Capacity Building, and Research, Innovation and Development. Complementing these are three cross-cutting themes: Circular Economy, Green Rural Development, and Digital Transformation. These additions reflect changing geopolitical and socio-economic realities and help ensure that the Strategy remains aligned with both regional needs and the EU integration goals of candidate countries.


To support its upgraded framework, the Strategy also features a strengthened governance model that emphasizes increased political support, deeper stakeholder participation, and more efficient decision-making processes. This refined structure aims to accelerate the implementation of regional initiatives while ensuring closer alignment with broader EU policy directions.

 

Entering a New Phase of Cooperation


The adoption of the revised Action Plan signals more than just a policy update—it represents a strategic shift into a new era for EUSAIR. With renewed focus and structure, the Strategy is better equipped to confront present-day challenges through enhanced regional cooperation and solidarity.
As the Adriatic-Ionian region moves forward, the European Commission and all participating countries reaffirm their commitment to promoting economic development, environmental responsibility, and integration with the European Union. With its refreshed direction, EUSAIR is set to stand as a leading example of effective macro-regional cooperation, advancing lasting prosperity, stability, and cohesion throughout the region.
