24th Meeting of the EUSAIR Thematic Steering Group on Transport

The 24th meeting of the EUSAIR Thematic Steering Group on Transport (TSG2) was held online on 24 April 2026 via the EUSAIR Stakeholder Platform, under the coordination of the Pillar Coordinators. The session brought together Standing Members from participating countries, representatives of the IPA ADRION Managing Authority, and Lead Partners of the EUSAIR Governance Support Projects.

In line with the revised EUSAIR Action Plan, the discussions centred on strategic priorities for the development of sustainable and multimodal transport systems across the Adriatic–Ionian Region.

Special focus was placed on the ongoing revision of the EUSAIR Master Plan on Transport. The EUSAIR Multimodal Transport Model (EMTM) has been updated using 2023 as the base year, and three development scenarios have been established: a Baseline Scenario covering already financed or advanced-stage projects, a Long-Term Scenario reflecting national strategies and planning documents, and a TEN-T Completion Scenario. Members of TSG2 were asked to review and validate the updated baseline data and to contribute to finalising the dataset supporting the modelling work.

The IPA ADRION Managing Authority provided updates on programme activities aligned with EUSAIR transport priorities, including capitalisation initiatives and preliminary reflections on the post-2027 programming period (2028–2034).

Additional information was shared on EUSAIR’s role in the EU Enlargement process, particularly regarding the alignment of Pillar 2 Transport with Chapters 14 (Transport) and 27 (Environment and Climate Change), as well as ongoing efforts to support capacity building and knowledge transfer in candidate countries.

The meeting also approved a joint set of Rules of Procedure for TSG2 Transport and Energy and highlighted the contribution of the EUSAIR Youth Council, particularly initiatives aimed at strengthening youth involvement in the transport sector.

Finally, the 2026 Work Programme was presented, including the Transport Thematic Session at the 11th EUSAIR Annual Forum (Skopje, 19 May 2026) and a Conference on EU Transport Corridors scheduled under the Italian Presidency. The next TSG2 Transport meeting is planned for autumn 2026, to be held either in Belgrade or Rome, under the Italian Presidency.
